Marica Cox Mitchell, Vice President, Early Childhood at Bainum Family Foundation
Marica Cox Mitchell began her career as a teacher working in various early learning settings as well as with young children birth through age 8. She currently serves as the Director of Early Learning at the Bainum Family Foundation. Cox Mitchell leads the Foundation’s efforts to build quality, comprehensive early childhood services in the District of Columbia and in other communities throughout the country. Before joining the Foundation, Cox Mitchell worked for the National Association for the Education of Young Children (NAEYC), where she most recently served as Deputy Executive Director, Early Learning Systems. In this role, she led a portfolio encompassing public policy and advocacy, accreditations of early learning programs, higher education accreditation and the Power to the Profession initiative. Cox Mitchell holds a Master of Science in Educational Administration from the University of Scranton as well as a Bachelor of Arts in Early Childhood Education from the University of the District of Columbia.
Deb Fils, Acting Deputy Commissioner for Early Childhood in Connecticut
Deb Flis currently serves as the Acting Deputy Commissioner for the Connecticut Office of Early Childhood where she is responsible for activities and funding to support the quality improvement of early care and education services. She leads a team of innovative, collaborative and committed professionals whose work touches OEC’s funded programs as well as all licensed and licensed exempt providers. Flis is a lifelong member of the early childhood workforce. She was a classroom teacher and director in community-based child care programs, and an adjunct faculty in the CT community college system. Deb established the Connecticut Accreditation Facilitation Project and served as its first facilitator.
